There used to be a misconception that eloping meant sneaking off to a courthouse in secret or rushing through a 15-minute legal ceremony just to get it over with.
Today, elopements and micro-weddings in Victoria are about intentionality. They give you total freedom to strip away the expectations, the massive guest list, and the $60,000 venue minimum spends, focusing entirely on what actually matters: a quiet, meaningful day spent in a setting you genuinely love.
As a documentary photographer splitting my year between Victoria and southern Italy, I shoot both grand 180-person vineyard celebrations and quiet 10-person coastal elopements.
If you are looking to bypass the traditional wedding production, here is a practical, step-by-step breakdown of how to elope in Victoria.
1. The Legalities: NOIM Form & The Witness Role
In Australia, the legal process for eloping is straightforward, but it has two strict non-negotiables you need to lock in early:
- The Notice of Intended Marriage (NOIM): Under Australian law, you must lodge your NOIM with an authorised civil celebrant at least one full calendar month before your wedding date. You cannot decide on a Tuesday to legally elope on a Friday without exceptional court exemption.
- Two Official Witnesses: You must have two witnesses present at the ceremony who are over the age of 18 to sign the official register.
How Couples Fulfil the Witness Requirement
If you are planning an intimate elopement, fulfilling the two-witness rule is usually very straightforward. Most couples choose to invite two close friends or family members to stand alongside them.
If you are planning to keep the day strictly between the two of you, you can easily arrange witnesses locally. Couples often ask their hair and makeup artist, a second vendor, or a host from their accommodation to step in for two minutes at the end of the ceremony to sign the register.
2. Choosing Your Landscape: Top Victorian Elopement Spots
Victoria is packed with diverse, accessible landscapes within a two-hour drive of Melbourne. Because an elopement has a tiny footprint, you aren’t restricted to traditional commercial venues.
Coastal & Windswept: The Mornington Peninsula
If you want dramatic ocean views, raw coastal cliffs, and salt air, the southern tip and coastline of the Peninsula are hard to beat.
- Ocean Cliff-Tops & Boardwalks: The rugged wooden boardwalks, basalt ocean cliffs, and sweeping views out over Bass Strait offer a dramatic, completely unmanufactured backdrop for exchanging vows.
- Secluded Bay Beaches: Spots around Blairgowrie, Sorrento ocean beach, or quiet coves along the coastline give you an intimate setting right by the water, especially on a quiet weekday afternoon.
Urban & Architectural: The Melbourne CBD Grid
An urban elopement offers a sophisticated, high-end city feel without the regional travel logistics.
- Old Treasury Building: The bluestone steps and Renaissance Revival pillars on Spring Street give you grand, stately architecture right in the city.
- Laneways & Heritage Precincts: You can hold a quick ceremony in a light-filled CBD space, spend an hour walking through European-style alleys and Parliament gardens, and finish with a private dining room buyout at a local trattoria.

Boutique Vineyards & Countryside: Yarra Valley & Bellarine
If you still want the winery feel without booking out a massive estate, look at smaller, family-run cellar doors.
- Boutique Estates: Places like Boat O’Craigo in the Yarra Valley or Baie Wines on the Bellarine Peninsula are brilliant for intimate ceremonies. You can exchange vows among the vines, follow it up with wood-fired pizzas or a private tasting, and keep the environment completely low-key.
3. Don’t Compress the Day: Build a Full Experience
The biggest mistake couples make when eloping is scheduling only two hours of photography and rushing home. An elopement is still your wedding day, it deserves room to breathe.
Instead of treating it like a quick photo session, design a full-day or half-day itinerary that feels like a luxury date:
- Slow Morning: Wake up in a design-led Airbnb in Red Hill, Fitzroy, or Healesville. Grab a proper coffee, get ready together without the chaos of a 10-person bridal party, and do a quiet first look in the garden.
- Private Vows: Read personal letters or private vows to each other over a glass of wine before the legal ceremony.
- The Ceremony: Head to your chosen location (cliffside, vineyard, or city steps) for a relaxed 20-minute ceremony at dusk.
- Portraits & Sunset: Take 45 minutes to explore the surrounding landscape naturally while the sun drops.
- Celebratory Dinner: Finish the evening with a multi-course tasting menu at a world-class restaurant, or hire a private chef to cook for you and your inner circle back at your accommodation.

4. Elopement vs. Micro-Wedding: Where is the Line?
It helps to decide early whether you are planning a pure elopement or a micro-wedding, as it changes the dynamic of the day and how we approach coverage:
| Feature | Pure Elopement | Micro-Wedding |
| Guest Count | Just the couple + 2 witnesses (or up to 4 guests) | 10 to 30 of your closest family & friends |
| Vibe | Ultra-private, quiet, completely unscripted | Intimate family dinner party feel |
| Locations | Public lookouts, hidden beaches, wild trails | Private dining rooms, small vineyard lawns, boutique stays |
| Photo Focus | Environmental portraits & quiet, personal interactions | Group dynamics, candid dinner conversations & table detail |
5. Permits & Weather Strategy
Public Space Permits
If you plan to exchange vows in a public space, like Cape Schanck (Parks Victoria), the Royal Botanic Gardens, or local council beaches along the Peninsula, check permit requirements first. Most councils require a simple permit for commercial photography or organised gatherings, even small ones. Booking a permit reserves your spot and ensures no other events overlap with your ceremony.
Melbourne Weather Backups
Because Melbourne weather changes fast, always have a plan B. If you are planning a cliffside ceremony at Cape Schanck and a coastal storm rolls through, you need an indoor space you actually enjoy spending time in.
Booking a boutique hotel suite or an architecturally striking Airbnb with great interior light gives us a warm, dry backup location for vows and portraits if the rain comes down.
